Is there somebody who has an experience with model of shallow water equations? I have a problem with stability.

Hi,
I have another problem in my algorithm. I wanted to use Guo force model in 1D model for SWE, which is described in the article linked below. I realy dont know why it doesnt work because it seems to be very easy. If somebody has some experience with that it would be very helpfull for me. I can provide all of my algorithms, if it is need. Thanks
